El objetivo de este ensayo es realizar un acercamiento a los postulados que sobre los derechos fundamentales realiza Habermas, esto mediante un postulado de gran referencia teórico-argumentativa como el esgrimido por el autor, en el "principio discursivo". Para analizar la legitimación basada en los derechos fundamentales, Habermas parte de un sentido referido a la legitimación de un orden político y, particularmente, al orden político del Estado constitucional democrático. Habermas explica dicha relación a través de un nexo interno entre democracia y (...) derechos humanos. Se pregunta cuáles son los derechos fundamentales que deben otorgarse recíprocamente ciudadanos libres e iguales si quieren regular legítimamente su vida común con los medios del derecho positivo. The rapid increase of industry-sponsored clinical research towards developing countries has led to potentially complex ethical issues to assess. There is scarce evidence about the perception of these participants about the ethical compliance, security, and protection. We sought to evaluate and contrast the awareness and perception of participants and non-participants of industry-sponsored research trials on ethical, safety, and protection topics. A Cases-control survey conducted at twelve research sites in México. Previous and current participants of ISRT as well as non-participants with (...) one of four chronic diseases, were asked to complete the survey which focused on ethical compliance and protection issues of ISRT, and the perception of participating in a trial. A total of 604 cases and 604 controls were surveyed. Cases significantly answered that ethics committees are aware of what is happening in studies, and that medical care of industry-sponsored research trials is better than their usual medical care. The same proportion of cases and controls thought patients must receive economical reimbursement for participating in a research study. The informed consent of the pharmaceutical clinical trial was fully read by 90.4% of the cases. Most cases were satisfied or very satisfied with their overall study participation. Previous and current participants of industry-sponsored research trials have a more positive attitude towards ethics committees, the quality of medical care of the research trials, and the main purpose of economical reimbursements, when compared to non-participants. Con el modelo de bienestar, los sectores económicos tuvieron un crecimiento sustantivo en México. Con el cambio del modelo económico, el sector servicios, sobre todo, el turismo, se ha consolidado como una actividad que homogeniza y funcionaliza el paisaje para facilitar la apropiación de los recursos naturales y culturales de las comunidades rurales para la expansión de la economía de libre mercado, con el objetivo de que permanezca el modo de producción y reproducción vinculado al capital, con lo que se (...) contradice la sustentabilidad de la actividad. Para el análisis de dicha situación y sus implicaciones, se propone el uso de la estrategia materialista cultural (Harris, 1982) como base teórico-metodológica general fortalecida con las propuestas de Sauer (1925) para el conocimiento del paisaje natural y cultural, y de Cordero (2004) para el conocimiento de las formas de apropiación de la naturaleza y la cultura que utiliza la expansión capitalista. Con esta propuesta se espera coadyuvar en la identificación del proceso de apropiación, homogenización y funcionalización, vinculado al turismo. (shrink)

This article analyzes the migrant caravans as a strategy of resistance to the war against migrants in transit to the United States, exacerbated during the pandemic. This is the edited transcript of an interview conducted with Honduran journalist Inmer Gerardo Chevez, correspondent of Radio Progreso. Having travelled the Central American and Mexican routes accompanying on foot the transit of thousands of migrants since 2018, Chevez is a notable eyewitness and expert in situ of the Caravans. The interview confirms that (...) the caravan has become one of the premier forms in which Latin American migrants, including agricultural workers, struggle and their spatial dispute with the heterogeneous border control regime of the Americas are materialized. The text also reflects on the role that photography and critical journalism can play in the face of the contemporary anti-migrant policy turn. We conclude with an interpretation of the effects that the militarized violence against Latin American migrants in transit to the United States is having across the region. (shrink)

La universidad, particularmente en Latinoamérica, refleja grandes vacíos en su contexto social. A pesar de los avances académicos e investigativos se suele dejar de lado la riqueza cultural y lingüística de comunidades que hacen parte de la misma realidad social. Un caso puntual es el de la comunidad sorda, cuyo acceso a la educación superior es muy reducido; incluso, quienes ingresan a la universidad pueden enfrentarse a condiciones hostiles y alejadas de una educación humanista. En general, son muy incipientes los (...) procesos que se tienen con la inclusión de esta población en la educación superior. Por eso, en este trabajo se plantean algunas estrategias que pueden adaptarse en las instituciones universitarias, con el fin de lograr las transformaciones pertinentes para una educación popular que incluya a estas minorías. Relying on some auxiliary assumptions, usually considered mild, Bell’s theorem proves that no local theory can reproduce all the predictions of quantum mechanics. In this work, we introduce a fully local, superdeterministic model that by explicitly violating ‘settings independence’—one of these auxiliary assumptions, requiring statistical independence between measurement settings and systems to be measured—is able to reproduce all the predictions of quantum mechanics. Moreover, we show that contrary to widespread expectations, our model can break settings independence without an initial state (...) that is too complex to handle, without visibly losing all explanatory power, and without outright nullifying all of experimental science. Still, we argue that our model is unnecessarily complicated and does not offer true advantages over its non-local competitors. We conclude that while our model does not appear to be a viable contender to its non-local counterparts, it provides the ideal framework to advance the debate over violations of statistical independence via the superdeterministic route. Neoclassical economics assumes that individuals have stable and context-independent preferences, and uses preference satisfaction as a normative criterion. By calling this assumption into question, behavioural findings cause fundamental problems for normative economics. A common response to these problems is to treat deviations from conventional rational choice theory as mistakes, and to try to reconstruct the preferences that individuals would have acted on, had they reasoned correctly. We argue that this preference purification approach implicitly uses a dualistic model of the human (...) being, in which an inner rational agent is trapped in an outer psychological shell. Este artículo propone pensar este concepto desde varias dimensiones del quehacer humano, como la ética, la debilidad o fortaleza de la voluntad humana, la idea del bien, la praxis del mal, las narrativas literarias y la pregunta sobre el porqué de nuestra capacidad de cometer injusticias, de generar sufrimiento en los otros, el innatismo de la maldad en el seno de la (...) razón, la condición de la naturaleza humana y su relación con la consecución del propio deseo, la meta/narrativa que expone la legitimidad o legalidad del imperio de la violencia y determina lo que es tolerable o no, desde pensadores como San Agustín, Maquiavelo, Hobbes, Kant, Schopenhauer, Spinoza, Bataille, Arendt, entre otros, para colegir que al fin, hablar del mal, exige reflexionar en torno a la decisión humana de actuar contra el bien. Higher education institutions worldwide have begun to embrace sustainability issues and engage their campuses and communities in such efforts, which have led to the development of integrity and ethical values in these organizations and their relationships with stakeholders. This study provides a literary review of the concept of University Social Responsibility (USR) and sustainability programs worldwide, grouped into eight research streams: conceptual framework, strategic planning and USR, educating on USR, spreading USR, reporting and USR, evaluation of USR, barriers and accelerators (...) and case studies. The aforementioned research streams served as a context to explore best practices in sustainability on a global basis. (shrink)

The question of how society should deal with social conflicts arising from cultural differences persists. Should we adopt an exclusivist approach by excluding reasons based on specific cultural traditions (culture-based reasons) from public debates about social policy, especially because these reasons do not appeal to the public at large? Or should we resort to an inclusivist approach by including reasons based on cultural traditions in public debate to give recognition to the diverse cultural identities of those who practice these traditions? (...) While these two approaches assign different roles to cultural traditions in public debate, both seem to welcome compromise between conflicting parties. This paper reviews contending normative approaches for dealing with conflicts in multicultural societies and explores the place of culture-based reasons in public debates designed to resolve conflicts. El siguiente texto se circunscribe en el ámbito de la filosofía de la religión; tiene como objeto central analizar la alienación del hombre dentro del fenómeno religioso (particularmente en las religiones monoteístas) y cómo esta origina intolerancia social en las sociedad contemporáneas entre hombres que no comparten las mismas creencias; esta postura ha causado momentos de violencia extrema a lo largo de la historia humana y otra tanta en la actualidad como el conflicto en el Medio Oriente – Judíos y (...) Musulmanes. Para tal empresa tomaremos como referencia la crítica a la religión expuesta por el pensador alemán del siglo XIX Ludwig Feuerbach en su obra principal: La esencia del cristianismo (Das Wesen des Christentums), complementándolo con otros críticos religiosos (Voltaire, Kirsch, Freud, etc.). Por último, expondremos el ateísmo humanista de Feuerbach como alternativa para la superación de la intolerancia social. (shrink)

This note replies to a comment by Daniel Hausman on our paper ‘Preference purification and the inner rational agent: a critique of the conventional wisdom of behavioural welfare economics’. We clarify our characterisation of behavioural welfare economics and acknowledge that Hausman does fully endorse this approach. However, we argue that Hausman’s response to our critique, like behavioural welfare economics itself, implicitly uses a model of an inner rational agent.

A central debate in the current philosophical literature on temporal experience is over the following question: do temporal experiences themselves have a temporal structure that mirrors their temporal contents? Extensionalists argue that experiences do have a temporal structure that mirrors their temporal contents. Atomists insist that experiences don’t have a temporal structure that mirrors their contents. In this paper, I argue that this debate is misguided. Both atomism and extensionalism, considered as general theories of temporal experience, are false, since temporal (...) experience is not a single undifferentiated phenomena as both theories require. I argue for this conclusion in two steps. First, I show that introspection cannot settle the debate. Second, I argue that the neuroscientific evidence is best read as revealing a host of mechanisms involved in temporal perception - some admitting of an extensionalist interpretation while others admitting only of an atomistic interpretation. As a result, neither side of the debate wins. (shrink)

We argue that animals are not cognitively stuck in time. Evidence pertaining to multisensory temporal order perception strongly suggests that animals can represent at least some temporal relations of perceived events.

A partir de los conceptos de carácter, virtud y amistad propuestos por la ética de la ficción de Wayne Booth, realizamos un análisis comparativo entre los efectos éticos provocados por el territorio y la música en las novelas Península, Península de Hernán Lara Zavala y en El llamado de los tunk’ules de Marisol Ceh Moo. Sugerimos que, a pesar de estar ante dos novelas que comparten el mismo contexto geo-histórico, los efectos éticos causados por el territorio y la música, bajo (...) la idea de Yucatán, guardan diferencias que ameritan llevar a cabo una co- ducción para dilucidar el tipo de compañía literaria que nos ofrecen. While we perceive events in our environment through multiple sensory systems, we nevertheless perceive all of these events as occupying a single unified timeline. Time, as we perceive it, is unified. I argue that existing accounts of the perceived unity of time fail. Instead, the perceived unity of time must be constructed by integrating our initially fragmented timekeeping capacities. However, existing accounts of multimodal integration do not tell us how this might occur. Something new is needed. It’s often claimed in the philosophical and scientific literature on temporal representation that there is no such thing as a genuine sensory system for time. In this paper, I argue for the opposite—many animals, including all mammals, possess a genuine sensory system for time based in the circadian system. In arguing for this conclusion, I develop a semantics and meta-semantics for explaining how the endogenous rhythms of the circadian system provide organisms with a direct information link to the temporal structure (...) of their environment. In doing so, I highlight the role of sensory systems in an information processing architecture. (shrink)

Memories often come with a feeling of pastness. The events we remember strike us as having occurred in our past. What accounts for this feeling of pastness? In his recent book, Memory: A self-referential account, Jordi Fernández argues that the feeling of pastness cannot be grounded in an explicit representation of the pastness of the remembered event. Instead, he argues that the feeling of pastness is grounded in the self-referential causal content of memory. In this paper, I argue that this (...) account falls short. The representation of causal origin does not by itself ground a feeling of pastness. Instead, I argue that we can salvage the temporal localization account of the feeling of pastness by describing a form of egocentric temporal representation that avoids Fernández’s criticisms. Various writers have attempted to use the sender-receiver formalism to account for the representational capacities of biological systems. This paper has two goals. First, I argue that the sender-receiver approach to representation cannot be complete. The mammalian circadian system represents the time of day, yet it does not control circadian behaviours by producing signals with time of day content. Informative signalling need not be the basis of our most basic representational capacities. Second, I argue that representational capacities are primarily about (...) control, and only when specific conditions obtain does this control require informative signalling. (shrink)

En la actual campaña electoral uruguaya de 2019, se perfila un cuadro de descontentos generalizados que desborda claramente los estándares tradicionales de la política del país. Muchos de estos descontentos se articulan con diversos factores que los autores han venido destacando en trabajos anteriores, como señales de una mutación gradual pero efectiva de la política uruguaya. En continuidad con ese abordaje de investigación, en el artículo se indagará acerca de las posibilidades efectivas de que esta mutación política adquiera proporciones realmente (...) significativas en las actuales circunstancias, con la posibilidad de confirmación de "cisnes negros" que parecen atisbarse en la campaña electoral en curso. Para ello, luego de algunos discernimientos teóricos y metodológicos, se trabajará el itinerario de distintos indicadores de opinión pública a nivel nacional durante el período 1995-2017, vinculados con el objeto de estudio planteado. A partir de esos insumos, se realizarán algunas breves consideraciones de proyección analítica. (shrink)

The literature addressing bias and fairness in AI models (fair-AI) is growing at a fast pace, making it difficult for novel researchers and practitioners to have a bird’s-eye view picture of the field. In particular, many policy initiatives, standards, and best practices in fair-AI have been proposed for setting principles, procedures, and knowledge bases to guide and operationalize the management of bias and fairness. The first objective of this paper is to concisely survey the state-of-the-art of fair-AI methods and resources, (...) and the main policies on bias in AI, with the aim of providing such a bird’s-eye guidance for both researchers and practitioners. The second objective of the paper is to contribute to the policy advice and best practices state-of-the-art by leveraging from the results of the NoBIAS research project. We present and discuss a few relevant topics organized around the NoBIAS architecture, which is made up of a Legal Layer, focusing on the European Union context, and a Bias Management Layer, focusing on understanding, mitigating, and accounting for bias.
